bSAS sets the direction, standards, and priorities for the City’s comprehensive system of innovative programs making progress toward restoring the health of people and communities ravaged by substance abuse.  Moreover, the bSAS Vision calls for Baltimore to strive to become a national model for the development and implementation of high quality services that reduce substance abuse.

Both our Mission and Vision demand rigorous research and close collaboration with other leaders seeking to restore people and communities to health.  The foundation of this effort is Baltimore’s Drug Strategy.
